According to OECD, despite spending the least on education, Russia has the most college educated graduates in the world. Canada is up there in #2. As expected, or maybe to your surprise, we have the highest spending in education, and yet, our results are not up there. I am certain there are many factors that contribute to this data, but it does make one compare, reflect, and think of ways to improve. It reminds me of Malcolm Gladwell's David vs Goliath, where, the more one struggles, the better chance they have of succeeding. Obviously, you do need the foundation to start of with, but I think as a nation, their struggles (least spending on education) leads to their success.
